European Union Ambassador Franz Jessen and UNDP Philippines Country Director Titon Mitra turned over in Eastern Samar three community evacuation centers (CECs) to the local government officials of Mercedes, Salcedo and Quinapondan and one cold storage facility to the municipality of Guiuan.
