National Biodiversity Planning to Support the Implementation of the CBD 2011-2020 Strategic Plan in Republic of the Philippines
What is the project about?
The Project addresses the country’s need to fulfill its obligations under the Convention on Biological Diversity (CBD) and to contribute to the efforts towards implementing the CBD Strategic Plan 2011-2020 at the national level. Integration of the Philippines’ obligations under the CBD into its national development and sectoral planning frameworks through a renewed and participative biodiversity planning and strategizing process will produce measurable targets and indicators for biodiversity conservation and sustainable use.
The objectives are to be achieved through its three major components, specifically:
- Identifying national biodiversity targets in response to the global Aichi Targets through a participative stocktaking exercise on biodiversity planning;
- Revising/updating the NBSAP integrating new aspects of the CBD strategic plan, such as mainstreaming and anchoring the implementation of the plan into national development frameworks, valuing ecosystem services and promoting ecosystem-based adaptation and resilience; and
- Strengthening national frameworks for resource mobilization, convention reporting and exchange mechanisms.
What have we accomplished so far?
A number of preliminary activities have been completed by the Project as of 2012. First was a stocktaking activity in a form of a meeting and workshop held in February 2012. This activity identified the gaps that are to be used as basis in the national target setting per Aichi Biodiversity target with corresponding list of agencies/areas concerned for each. The second activity was the Inception Workshop held on the 26th of September 2012 that validated the results of the stocktaking activity and identified next steps.
As of 2013, there have been a number of activities completed by the Project. A Project Board Meeting was held on March 19th which discussed the project background, terms of references of the project board members and approval of the annual work and financial plan. On April 25th, an Expert’s Group Meeting was held to identify priority issues, additional information and sources, strategies, and responsibility centers for each strategic goal.
At present, a series of monthly regional consultations is being conducted to further update and validate data that had been collected from the previous activities. Participants come from various sectors particularly from the academe, non-government organizations, private sectors, media and government offices. The consultations started in June 2013 for the Northern Luzon consultation. It was held on June 27-29 in Baguio City which targeted participants from Regions 1, 2, 3 and CAR. The Southern Luzon consultation for regions 4A, 4B, 5 and NCR was held a month after, July 24-26 in Quezon City. The first day of this consultation kicked off with the NBSAP Project Launch which was attended by the participants and members of the Project Steering Committee.
Preparations are currently being done for the next consultation, the Visayas Consultation, which will be in Cebu City targeting regions 6, 7, and 8 on August 28-30. Schedule of the next consultations is as follows:
- Northern and Western Mindanao consultation - September 18 to 20
- Eastern and Southern Mindanao consultation - October 23 to 25
- National consultation - November 20 to 22
The Project has also participated in 2 meetings with other PAWB foreign-assisted projects with the intention of identifying areas of complementation. This has provided the Project the opportunity to link with the Biodiversity & Watersheds Improved for Stronger Economy & Ecosystem Resilience (B+WISER) Program to help deliver the action plan for Target 15, the information sharing mechanism and the monitoring and reporting framework. Likewise, the Biodiversity Partnership Programme has also been tapped to lead the action plan on biodiversity mainstreaming.
