Gender-responsive NDC Planning and Implementation
NDCs can be an important tool for advancing gender equality and sustainable development, while meeting the climate targets.
The Programme will help 10 countries pilot the intergation of gender-responsive measures into NDC planning with the objective to demonstrate that purposefully connecting the interlinked processes of climate change and gender equality can lead to more inclusive, successful outcomes.
The following countries will be piloting gender-responsive NDC planning and implementation
The countries will integrate gender into on 3 core areas:
- Institutional frameworks and coordination mechanisms,
- NDC planning for implementation,
- Enhanced climate instruments
This project will leverage analysis, institutional pathways and climate actions to advance best practices on integrating a gender lens in NDC planning and implementation.
Why is gender an important consideration in the NDC implementation process?
Preserving the gains that have been made on advancing gender equality and women’s empowerment and addressing the development challenges imposed by climate change require both targeted efforts and multi-dimensional approaches that take into account the impact of climate-related events on women’s livelihoods and women’s specific contributions to climate adaptation and a zero-carbon economy.
In 2015, countries agreed to publicly outline their intended post-2020 actions under the Paris Agreement in the form of Intended Nationally Determined Contributions (INDCs) submitted to the UNFCCC. Of 161 INDCs submitted by April 2016,
- only 40% (65 countries) made at least one reference to gender equality or women
- of those, 35 referred to the role of women in adaptation, but without specific mention of key sectors or women’s roles
- only 18 countries recognized the role of women in mitigation, primarily in relation to energy emissions, sustainable or biomass energy, and livestock.
The inclusion of gender in the NDCs will support countries in translating their gender equality ambitions into concrete action and policy and ensure that progress already made in support of development goals can be protected, and that future efforts will not be undermined.

The Government has developed the Uganda Green Growth Development Strategy (UGGDS) to operationalize the principles of green growth espoused in the 2030 Agenda (SDGs), the Uganda Vision 2040 and the second National Development Plan (NDP II) (2015/16-2019/20). The strategy identifies catalytic investment areas for prioritization in the transition towards a green economy.
